As a student in college, one of my favorite classes was Constitutional Law. I found it quite interesting to follow the line of reasoning that was expressed by the various Supreme Court justices in how they formulated their opinions in the cases before them, especially those that involved social issues.

         Whenever a law is proposed in Maryland, it doesn’t come up for a vote before the full House or Senate without first getting majority approval from the legislative committee that is pertinent to the law’s content.

A bill that doesn’t get out of committee is kaput. It doesn’t matter how much support it may have in the general population, the committee gets the first and last say. A negative vote means, to paraphrase a Bob Dylan tune, “It ain’t goin’ nowhere.”
